Again, it can also be emphasized that there should be academic freedom in research within the framework of the university and the Indian system of publications within the democratic framework and in accordance with the Indian constitution. And the state does not need to side with any pressure group because it affects the interest of the university community and others.

Indeed, we should have to follow the art of appreciation for the hard work done by others and the participatory or participative goodwill and the contribution or role of the people towards the engineering of society for the promotion of democracy in Manipur. In fact, in a democracy, there should be healthy relationships between the government, the public, and the academic community. In a sense, there should be a quid pro quo relationship between the public, scholars, and government to promote the social and economic engineering of the state and the nation.

In fact, the presence of the state, by having its discouraging say over research and publication, is unlikely to be able to create a good moral atmosphere or a moral society, because it will discourage the whole of the university community and the public, as well as those who belong to the profession of teacher, researcher and writer. In fact, as already stated, any book can be revised with wholesome suggestions from the public or any circle or individual in order to maintain the level of the book.

In the case of history, there are different theories that establish and corroborate the history or civilization of a state or country. And history without foundation or proof is not history. It is also said that everyday conversation without a basic event and evidence is not history. This is why it is said that if the count is over, the story is over. It shouldn’t carry a bad meaning.

In fact, this means that there should be systematic research and investigation into the evolution of society and civilization, which should be based on appropriate theories, evidence and public knowledge. However, as already stated, any book which is blasphemy and which affects the interest of any community, group, class or state and any other individual may be selected to be returned to the author for review.

And, if the author is dead, he can be returned to the publisher for the action necessary to revise the book using the publisher’s copyright rules. The underlying policy for book research and publication must be such that there need not be an a priori decision or a consequential decision to ban a history book or any other book before they are published or after they are published (i.e. before and after).

In fact, there need not be a restrictive and controlling policy that affects academic freedom and publications. In addition, the researcher, writer or author must keep the ethics in their writing of the objectives of research and publication. It is also essential to retain the rules of the Copyright Act 1957, which authorizes publication and research rules and protects the writer or author. Thus, books published with ISBN mark or authorized books do not need to be banned because they have already obtained the authorization from the relevant ministry or authority.

To conclude, differences in academic views are not illegal. What is more important is the acceptability of the state and the acceptability of the general masses on the theory and practices than the microscopic view of the matter, which can be easily dismissed if it lacks proper facts and evidence.

Thus, universities, colleges and other educational institutions can select only the reliable books and reading materials that must be taught with ethics and morality taking into account the democratic values ​​of the country and the state. And there may be thousands of books available in the market and these books should be made available according to the choice of the readers and the public. In fact, outdated theories, policies and viewpoints in book form will naturally disintegrate.

And, good books will drive bad books out of circulation in the marketplace and society. Furthermore, their relevance to society will decline in due course.

However, discovery and arguments to generate new thoughts are an integral part of academic activities, which should be a continuous process in order to promote society (as a whole), economics, literature, history, sociology, anthropology, political science and anthropology. , philosophy, art and culture, sports, library, science, journalism, business, management, accounting etc., and ultimately all democracy and state and nation politics.

In doing so, the socio-cultural milieu and communal and social harmony need not be disrupted to achieve malicious goals or rested interest.

Thus, the best course that can be suggested is that state policy should be neutral in the area of ​​”research and publication” of books.
